Operator History

The ANLC, also known as the Office of the Joint Army-Navy Liquidation Commissioner, served between January and November 1945 as the joint planning and supervisory authority for the orderly disposal of surplus war materiel, equipment, and fixed installations and property on hand in the overseas theaters of operations at the end of the war. The Commission consisted of representatives of the various procurement agencies of the War and Navy Departments. In addition to its central office it had a number of commissions that operated overseas. It was assisted by an Advisory Board, composed of representatives of the State Department, the Treasury Department, the Foreign Economic Administration, the Reconstruction Finance Corporation, the Maritime Commission, and the Surplus Property Board. In September 1945 the Commission, with its records and personnel, was transferred to the Office of Foreign Liquidation in the State Department.

The ANLC dealt with hundreds of Commandos scattered overseas after the war. Most of them were gathered in three places at the end of hostilities: Cairo Payne Field, Egypt, Karachi, Sindh, India and Chungking, Sichuan, China. The ANLC managed the sale of some of these aircraft to local government, or their scrapping.
